Professional Support & Advocacy For The Physical Therapy Industry

We Understand

We Have Our Ear To The Ground.

We Hear You.

The United Physical Therapy Association addresses the gap in clinician representation by empowering therapists through advocacy and support. We focus on reducing burnout, alleviating financial strain, and improving job satisfaction to ensure a healthier, more balanced career and better patient care.

Mission Statement

Championing Physical Therapy: We advocate for Fair Compensation, Reduced Burdens, and Sustainable Careers to empower physical therapists and assistants across all settings.

Vision

Uniting Therapists, Elevating Care: We are a powerful voice for physical therapy, strengthening all practice settings through advocacy and policy change to deliver exceptional care to every patient.  We are leading the way to a better healthcare environment for both the profession and the patients we serve.

Founded In 2024

The Pillars Of The Organization

Financial Strain

Stagnant pay, poor reimbursement, and significant student debt create a significant financial burden for clinicians. This can lead to feelings of stress, anxiety, and even resentment towards their profession.

Work-Life Imbalance

The excessive time spent on administrative tasks and documentation cuts into the time clinicians can spend with patients. This, coupled with the pressure to see a high volume of patients, creates a work-life imbalance.

Clinicians feel overworked and exhausted, with little time for personal life and well-being.

Diminished Job Satisfaction

The financial strain and work-life imbalance can significantly impact a clinician’s sense of purpose and satisfaction. They may feel undervalued and underappreciated, leading to a loss of motivation and passion for their work.

Overall Impact On Health

This chronic stress and exhaustion can negatively affect a clinician’s physical and mental health. It can lead to:

  • Increased risk of burnout, depression, and anxiety.
  • Weakened immune system and higher susceptibility to illness.
  • Decreased quality of life and overall well-being.

Broken System

When clinicians are burnt out, it not only impacts their health but also the quality of care they can provide for their patients.

This system is broken. Clinicians dedicate years to their education and training to care for patients, but the current system puts their health and well-being at risk. This ultimately leads to a poorer healthcare experience for everyone.

Our Board Of Directors

Your Voice, Our Priority:
Meet the Leaders Behind Our Mission

Scott’s journey in physical therapy spans an impressive 28 years, a testament to his unwavering dedication and passion for the field. His career began with the acquisition of a master’s degree in physical therapy from the University of Maryland Eastern Shore in 1996. He honed his skills in the hospital setting, where he met Mary Beth, a fellow physical therapist, who he would marry in 1998.

He transitioned to outpatient care in 1997 with Physiotherapy Associates, quickly climbing the ranks to become a clinical director by 1998. The allure of coastal living beckoned in 2000, prompting Scott and Mary Beth to move to Ocean Pines, MD. Here, Scott took on the role of clinical director at Tidewater Physical Therapy in Ocean Pines and Pocomoke City, MD, eventually becoming a partner in the practice. While at Tidewater, he earned his OCS in 2003 and completed a transitional Doctorate from Drexel University in 2007.

Scott also expanded his expertise as an Adjunct faculty member at the University of MD Eastern Shore’s Physical Therapy department from 2007 to 2010.

In 2011, Scott’s entrepreneurial spirit led him to establish his own practice, Apex Physical Therapy, in Ocean Pines. This state-of-the-art facility, equipped with the latest technology, is a testament to his innovative approach to physical therapy. He firmly believes that empowering clinicians with the latest technology provides them with a better opportunity to achieve optimal outcomes for their patients.

In 2016, Scott’s leadership skills came to the fore as he transformed Apex Physical Therapy into a FYZICAL Therapy and Balance Centers franchise, which has now expanded to four locations. His influence within the franchise system was further solidified when he assumed the role of president of the Franchise Advisory Council in 2024, serving as a crucial link between franchisees and the parent company.

In 2023, he and a colleague designed and created the ReadyGard safety overhead support system, which led to the establishment of Fall Prevention Systems, LLC, which provides cost-effective overhead ceiling railings for clinics and hospitals.

In 2024, he formed the United Physical Therapy Association, a 501c6 non-profit physical therapy association, as an alternative association for therapists, assistants, and non-clinicians who value the profession. The primary focus of the UPTA will be on addressing the clinician determinants of health

Dr. Sean P. Peterson, PhD, is a graduate of Texas Christian University, with degrees in both Neuroscience (B.S.) and Experimental Psychology (M.S.), and the University of Nebraska Medical Center, with a degree in Applied Behavior Analysis (PhD). His early career had him as the clinical director of the Pier Center for Autism in Sioux City, IA. During his time in Iowa, he served on the Governor’s Council for Autism and the Iowa Association for Behavior Analysis executive board.

Since moving to Iowa, Sean and his wife Lauren have not only grown their family but also a successful outpatient physical therapy clinic. Sean also served as adjunct faculty in the School of Physical Therapy at Langston University, supporting student research and teaching a first-year research methods course.

Seeing the challenges business owners and clinicians face, Sean is proud to serve the United Physical Therapy Association and its efforts to improve the Clinician Determinants of Health.

Chase has worked in rehab since 2012 and has been a Doctor of Physical Therapy for nearly a decade, thriving as a practitioner through various settings and a practice owner since 2021. His path began with attaining an entry-level Doctor of Physical Therapy degree from Rockhurst University in 2016. He began his career in the hospital setting, working in a niche oncology practice and gaining extensive experience in cancer-related lymphedema of various types.

In 2019, he transitioned to home health care with the Visiting Nurses Association of Kansas City, where he developed his skills and gained a further understanding of the vast practice settings clinicians experience.

In 2021, Chase developed a profound interest in operating a private practice to better allow the community a more compassionate and quality service line that was neglected in hospitals or corporately owned offices. He is the founding owner of Adjuvant Physical Therapy LLC, which serves the greater KC metro and surrounding areas by providing exemplary outpatient rehabilitative services as well as several cash-based options. This journey has provided experience with developing strong local relationships with physician groups and the local community and the ability to navigate the many complexities of practice ownership. He has grown the office from a solo practice to an office of 2 clinicians and is looking for ways to expand his operations in the area he serves.

Chase’s commitment to community involvement is a testament to his dedication. He actively sponsors and participates in local chamber of commerce events, neighborhood HOA and supports the local high school performing arts department. His active roles in his state chapter of the APTA of Missouri, including sitting on the nominating committee for 3 consecutive years and serving as the nominating committee chair, further demonstrate his dedication to his community.

At home, Chase is a proud husband to his wife, Shelly, of nearly ten years and a proud father of 2 daughters. He enjoys staying involved with his oldest daughter’s activities, such as dance, soccer, and t-ball. Weightlifting, movies, and a passion for various Asian cuisines are a few of his other interests.

In 2020, she founded enJOY Mobile Rehab (dba enJOY Therapeutics), offering a combination of mobile and brick-and-mortar outpatient physical therapy services. She manages all aspects of the business, including administrative tasks, marketing, patient/client management, and billing/credentialing.

Her commitment to advancing the field of physical therapy is evident in her role as Principal Investigator for a study with Vivistim, starting in 2023, focusing on people recovering from Vagal Nerve Stimulator (VNS) implants at home versus in a clinic setting.

In addition to her clinical work, she became a licensed health insurance agent in 2024. She assists businesses and individuals in planning supplemental insurance coverage, offering value-added services to enhance insurance plans.

Her dedication to advocacy extended to federal court, where she fought passionately for fair wages and equitable treatment of therapists, achieving successful outcomes that have positively impacted the profession.

She is also the author of “Don’t Buy the Minivan,” a memoir about her journey as a single mom and bootstrapping a physical therapy company. The book provides insights and inspiration for others facing similar challenges.

She is also a Level 1 Credentialed Clinical Instructor, demonstrating her dedication to mentoring and training the next generation of physical therapists.

Her older daughter, Morgan, is a junior at the University of Iowa Honors Tippie College of Business, and her younger daughter, Rachel attends Clarke University as a nursing major and a member of the women’s basketball team. She looks forward to traveling to watch Rachel play.

Now, she is excited to be involved in more than just patient care, as she advocates for the physical therapy profession, working to restore its former glory and elevate it even further.

After working as a Clinic Director, he started his own Physical Therapy business in 2015. He became the first de novo (new start) clinic in history in Fyzical Therapy and Balance Centers.

Since then, he has started two more de novo Fyzical Therapy and Balance Centers clinics in 2021 and acquired four existing practices in 2022. Sara has a diverse background in geriatrics (short-term rehab/CCRC), management, investigations with the licensing boards, healthcare compliance, and home health sales. Her nearly 20 years of experience with skilled nursing in various roles have inspired her to ensure older adults are getting the care and support they need within the turbulent healthcare climate.

With a bachelor’s in Gerontology from the University of South Florida in 2004, Sara embarked on her DPT journey at Regis University in Denver, Colorado. A year into the program and a long-distance relationship, she made the bold decision to move back to South Carolina and continue her DPT at the University of South Carolina, showcasing her unwavering dedication to her career.

In August 2006, Sara began her DPT journey at USC and nearly completed the program, having passed all core courses and clinicals. It was the research where she was shifted out of her cohort due to the death of her father late in the program. Because of this she did not end up defending her research, halting her DPT progress.

Throughout her time as a DPT student at USC, Sara worked at a skilled nursing facility in West Columbia, SC; first as a rehab tech, then was promoted to administrative assistant/manager when the facility brought their rehab department in-house and expanded throughout the state into other privately owned buildings. Sara eventually took over as Interim Rehab Director at the West Columbia facility before leaving in early 2010 to become a full-time Rehab Director at The Brian Center, a 120-bed Skilled Nursing Facility in Columbia.

In August 2011, Sara and her husband, Kevin, welcomed a baby girl into their family. At this time, Sara took a step back from being a Rehab Director to focus on being a mom.

In early 2012, Sara took on a new role at the SC Department of Labor, Licensing and Regulation as an Investigator for the Licensing Boards. In this role, Sara investigated complaints against Nursing, OT, SLP, Veterinary, and occasionally PT licenses ranging from improper billing, abuse, fraud, and drug diversion. Sara presented findings during internal meetings and testified during administrative hearings before the Boards.

Sara felt the need to return to the therapy world and earned her PTA degree from Midlands Technical College in 2017. Once licensed, Sara took on part-time and PRN positions as a PTA before being offered a position as a Compliance Coordinator with HealthPro Heritage. This position allowed her to take her background in therapy, management, investigations, and compliance and roll it all into one! Sara, along with her supervisor, was responsible for performing chart and billing audits, assisting with Medicare audits and denials, and educating clinicians on supportive documentation and billing throughout the southeast states of VA, NC, SC, GA, FL, and AL, with the focus on SNFs and CCRCs.

In late 2019, Sara again shifted back into the facility setting as a Rehab Director for Still Hopes Episcopal Retirement Community, a large CCRC in West Columbia, SC. She was tasked with stabilizing a hostile work environment and securing the current contract, a task she was successful in just before COVID shut everything down. Sara took a short hiatus into the world of home health sales in 2023 with Enhabit Home Health but was lured back to the facility she was at previously when a new contract company took over in October 2023. Sara is now back as Rehab Director (and PTA) at the large CCRC in West Columbia, SC.

In her free time, Sara is a Scoutmaster for her daughter’s BSA Troop and loves to pop-up camp with her family, hike, read, and crochet.

Brian J. Sganga, PTA, JD, graduated law school from the University of Florida, College of Law in 1991. After several years in general practice, he went out on his own and focused his efforts, representing injured workers in workers compensation cases,
covering districts from north to south Florida. In 1997 he joined forces with Florida Workers’ Advocates, an organization
comprised of hundreds of the state’s best workers’ compensation attorneys, which was and continues to be the recognized advocacy voice for injured Florida workers in the Florida legislature.

He was elected to its board of directors in 2000 and remained on its board until 2011. While a member, he participated in lobbying efforts that included in-and-out-of-session advocacy, reviewing laws, administrative rules, and drafting legislative proposals. In 2004 he was elected as the organization’s president and served until 2005.

Brian’s physical therapy journey began when his wife, Melinda, a physical therapist, decided that she had seen enough poor therapy in all it’s various settings.

In 2007, she told him that there was only one way to do it and that was the “right way” and that she wanted to offer that to their
community. Pro Motion Therapy of Lake City, LLC was then born.

In 2010, Melinda was pregnant with their second child. With Brian traveling for work and advocating for the rights of injured workers, and Melinda building a growing business, something had to give. For Melinda to fulfill her dream of running the best PT business in north Florida, Brian retired from law, closed his law practice, and worked to manage the growing therapy business.

In less than a year’s time, he realized that physical therapy was not like law practice and that he needed to learn more as quickly as possible. In 2012 he entered the Florida Gateway College, PTA program and graduated Summa Cum Laude in 2013. He assumed his role as general manager and treated patients as well until 2018 at which time the management role required a full-time commitment.

In 2015 Brian and Melinda aligned their practice with Fyzical Therapy & Balance Centers, a physical therapy franchise located in Sarasota, FL.

In 2016 they were awarded Platinum Practice of the Year, and 2019 were a Business Champion Finalist. Also in 2019, they opened their second location in Gainesville, Florida. In early 2020 Brian and Melinda sold their clinics to Fyzical and those clinics are successfully operating to this day under the Fyzical Therapy & Balance Center name.

In 2019, Brian was invited back to Florida Gateway College to give the invocation speech to its graduating students, one of his proudest moments.Brian and Melinda now work and live in Sarasota, with their 2 teenage girls, having fulfilled their dream of living near the beach.

Brian is giving back to small business owners affiliated with Fyzical, working as the Franchise Regional Consultant for the southeast.

Ryan drew inspiration and strength from his mother, who bravely fought and overcame bone cancer. This experience ignited his passion for helping others, leading him to become the first member of his family to enter the medical field and to earn a graduate degree.

After completing his undergraduate studies at Anderson University in 2011, Ryan pursued a doctorate in physical therapy at Southwest Baptist University, graduating in 2015. He subsequently returned to Atlanta, where he finished an orthopedic residency in 2018.

Focusing primarily on outpatient care, Ryan has honed his expertise in orthopedics and vestibular therapy. Following his management of several outpatient clinics, he became a co-owner of multiple Fyzical therapy and balance centers in the northern Atlanta metropolitan area.

A strong advocate for servanthood, Ryan has had the privilege of participating in numerous mission trips to Central and South America, as well as providing care at Grace Village, which addresses the medical needs of a significant refugee population. His commitment to service has also led him to join the Board of Directors for CMDA Atlanta, an organization dedicated to addressing both domestic and international medical needs for underserved communities. Additionally, Ryan serves as the head coach for an eighth-grade boys’ basketball team and collaborates with a local high school golf team.

Throughout his career in physical therapy, Ryan has observed ongoing challenges facing the profession. He is both excited and honored to be affiliated with the United Physical Therapy Association, which aims to advance and enhance the field for current and future physical therapists.

After completing his master’s in physical therapy from the University of Alabama in Birmingham in 1985, Dr. Hornsby joined the renowned Rehabilitation Services of Columbus. In 1992, he took a leap of faith and established his own practice in Franklin, NC. Over the next 28 years, they focused on providing top-notch orthopedic rehabilitation, sports medicine, and electrodiagnostic testing.

In 2004, Dr. Hornsby’s dedication to his field was further demonstrated when he obtained a Transitional Doctorate in Physical Therapy from the Massachusetts General Hospital Institute of Health Professionals (MGIHP). His career has been marked by significant contributions to the field. In 1985, he had the honor of publishing research in the APTA Physical Therapy journal and presenting at the national conference in Chicago. His commitment to excellence led him to become board-certified in clinical electrophysiology in 1994, 2004, and 2014, and he is currently pursuing recertification for the next decade.

Around 2010, he played a pivotal role, alongside NC state Senator Jim Davis and other influential individuals, in achieving the passage of the “any willing provider” legislation, ensuring the inclusion of physical therapy. Testifying before the Senate subcommittee on health and human services, he advocated for its passage, which resulted in unanimous approval in both the House and Senate and subsequently was signed into law. This legislation enabled physical therapists to receive reimbursement for services that were previously denied.

Dr. Hornsby’s commitment to professional development and community service is unwavering. He took part in a three-week medical mission to Honduras from 2014 to 2016, a testament to his dedication to helping others. Presently, he offers electrodiagnostic testing for Fyzical Franklin, NC, ensuring the highest standards of care for his patients. He resides in the picturesque mountains of western North Carolina with his loving wife Ginny and has four children. The physical therapy profession has provided him with abundant opportunities, and he is passionate about ensuring the same for current and future physical therapists.
